The Headington Neighbourhood Forum is responsible for the management and implementation of the Headington Neighbourhood Plan.

The Plan seeks to improve the quality of life for those who live work or study in Headington. The Plan was made in 2017 over 8 years ago and its now time to review and update the Plan policies. At the AGM we will elect members of the Steering Committee who will guide the review. 

We will have a presentation on Community Engagement with particular reference to our green spaces and discuss how we carry out the review.

If you are interested in the future of Headington and how we can shape that future do join us at the AGM. The agenda is:

7.50          How to Improve Community Engagement – Mattia Troiano. 

 Mattia is a senior researcher at Oxford University Schoorl of Geography and the Environment and has recently researched community engagement and green spaces in Headington/Oxford. 

8.10          Discussion on the proposed review of our Neighbourhood Plan and how we can better engage our local community with the review.

The scheme was consulted on between 5 September and 13 October 2022 and the analysis is available here. 
The Scheme
Six traffic filters – designed to reduce traffic, make bus journeys faster and make walking and cycling safer – will be trialled in Oxford after improvement works to Oxford railway station are complete.
The decision was made by the county council’s cabinet on 29 November 2022.
The decision follows extensive engagement with more than a hundred local businesses, organisations and community groups, including bus companies, hospitals, schools and universities.

The AGM is on Wednesday 23rd at 7.30pm Baptist Church, Old High Street.

The exisitence of the Neighbourhood Forum allows the Forum in association with Headington Action to use 25% of the Community Infrastructure Levy (CIL) paid by developers in Headington.

Revitalizing the Neighbourhood Forum is therefore important for the future of Headington.

There will be a presentation by Charlie Palmer on Urban Design (Charlie is an urban designer by profession, has a consultancy and works part time for Oxford Brookes University) and a discussion of the Centre Improvement Project funded by CIL with an exhibition of the designs developed so far.

Headington Neighbourhood Forum and Headington Action and are taking action to help improve Headington Centre.

Working with Headington Action local people in Headington have put together a vision for the future of Headington Centre. This would involve making the centre welcoming, inclusive, and easily accessible for all, fostering active travel, a stronger identity, lively gathering spaces and a vibrant evening economy.

Headington Action has commenced work to realise the vision. The first step is the preparation of the Headington Centre Improvement Plan.

Headington Action has commissioned urban design practice AR Urbanism, with the support of Wedderburn Transport Planning, to develop the plan.

Since May 2022 the AR Urbanism team has been working on the plan. This has included reviewing issues and opportunities for change, an online survey, and coming up with ideas for potential improvement projects. Following consultation on the ideas (see below) the team will prepare a document (the plan) to explain the projects. Projects will range in size from small to large scale.

The plan will be used to deliver improvements in the future, as and when funding is available.

Exhibition of ideas

An exhibition of draft ideas for the Headington Centre Improvement Plan is taking place on Saturday 29 October, between 10am and 3pm, at St Andrew’s CoE Primary School in Headington.

The exhibition explains the background work undertaken by the AR Urbanism team, summarises key survey findings, presents the vision for the Centre, and describes a range of potential improvement ideas.

An application for CIL funding has been received to fund the design stage of the Regeneration of Headington Centre project. This will include the preparation of a detailed plan by a specialist consultant for the delivery of the Vision for Headington Centre. The plan will comprise a series of deliverable projects with sufficient detail for ready implementation. The preparation of the plan will be informed by a consultation exercise involving local residents and key stakeholders. The project is supported by the Oxford City Council’s Regeneration and Economy Team who have provided input to the preparation of the project brief.

The City Council has not approved the establishment of a Community Council for Headington.  The reason given was a majority of adverse comments in the City run consulation in 2019.  About 500 comments were made during the consulation. These were counted as either for or against, each comment counting as one vote each.  The “vote” was lost 51.8% to 48.2% .
